[admin] beirc anoncvs repository access broken: "no such repository"

Hi,

it seems that the cvsd that's running on cl.net at the moment doesn't
know beirc's repository location, which is preventing a handful of
people from checking out the project:

$ cvs -z3 -d :pserver:anonymous:anonymous at common-lisp.net:/project/beirc/cvsroot co beirc
/project/beirc/cvsroot: no such repository

the repository /project/beirc/cvsroot does exist, though, and it is
accessible via the :ext: and the file method. My suspicion is that the
cvsd needs to be told about it, somehow.
