[admin] Commit privs for climacs project

Further to the conversation on #lisp a couple of weeks ago, it seems
Robert and Christophe want to thrust commit privileges for the climacs
project on me.

Therefore, my (brand new) public key is attached. My Real Name is David
Murray (hence the key).

If I've sent the wrong thing and/or in the wrong way, please let me
know! I haven't done the PGP thing since cypherpunking a decade ago.
