Darcs can be gotten from http://abridgegame.org/darcs as (binary) package for many platforms, including Debian GNU/Linux (the darcs and darcs-server packages, respectively). The CGI script's configuration allows for one location of darcs repositories, so this should probably be a global location that other projects have access to as well.
