[admin] New Project

Hello Admin,
I am Dwight Holman, dholman on common-lisp.net, and I've started work
on a little project called clim-desktop.  Currently, I keep the files
on common-lisp.net in my public_html/.  People on #lisp want me to
apply for a _real_ project, though.
No hurry at all.  Let me know if you need anything else from me.
