[admin] request for new project: RCL

Hello,

some time ago I send a mail to this address to see if I could publish 
at common-lisp.net a lisp package I was working on.
This was a few weeks before "the change of management", and I never got 
a reply.

As I've made some progress in the last days, I've been thinking again 
about making the code available.

The package is called RCL; it's a cffi-based wrapper for R (the GPL 
environment for statistical computing and graphics).
