[admin] cl-gardeners (nee cl-janitors)

Hey guys, I'd like to create a project for the cl-janitors thingy  
that's been discussed recently on c.l.l.  However, we've decided to  
rename it cl-gardeners. All we really need at the moment is a mailing  
list but if it's easier to just set us up like a normal project  
that's fine too. If you just set up a mailing list, something like cl- 
gardeners at common-lisp.net would make more sense than the usual - 
devel, -announce, -cvs troika. (I have this idea that you guys need a  
GPG key. I further suspect you may have one for me. But it's on an  
old box so if you do need one, let me gen a new one and send it to you.)
