[admin] Project creation for "mel-base"

Hello dear common-lisp.net admin team,

I want to apply for hosting of my project "mel-base" - an email  
management library written in common-lisp.

I use darcs for version control and heard it is available on common- 
lisp.net.

The members of the project will be just me so far:
