[admin] New developer

[Nikodemus Siivola]

Julian Squires should be added as developer for Linedit and Osicat,
and since he doesn't have a common-lisp.net account yet one should
be created.

I've asked him to send in his GPG public key.

PS. I could add him myself, but in the absence of an administrative HOWTO
I lack the courage to mess with our setup. Maybe we should have one.
