[admin] Applying for net-nittin-syslog

I would like to apply for net-nittin-syslog, a Common Lisp interface to
syslog (only tested under Linux) via foreign-function call (thanks to
UFFI); patches for UDP are greatfully accepted.

License: MIT.

I ripped log.lisp out of ODCL and added ASDF system, conditions and some
other small "fixes".  Should work on any platform UFFI works on but only
tested for CMUCL and SBCL.
